GENERAL NOTICE TO ALL INTERESTED INVESTORS IN PUBLIC PRIVATE PARTNERSHIP FOR THE DEVELOPMENT OF UNIVERSITY OF UYO LAND IN KADO DISTRICT, FCT – ABUJA
REQUEST FOR EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF UNIVERSITY OF UYO LAND IN KADO DISTRICT, FCT – ABUJA

1.0 Introduction
1.1 The University of Uyo (UNIUYO) intends to undertake the development of its land located in the Kado District of the Federal Capital Territory (FCT), Abuja, through a Public Private Partnership (PPP) arrangement. The proposed project is a mixed-use development comprising residential and commercial components. Under this PPP structure, the selected investor will be responsible for the Design, Finance, Build, Equip, Maintain, Operate, and Transfer of the facilities upon completion of the agreed concession period.

1.2 In line with this objective, the University of Uyo hereby invites suitable, reputable, and competent firms or consortia to submit Expressions of Interest (EOI) for the development of the University’s land in Kado, FCT Abuja, under the PPP framework.

2.0 SCOPE OF THE PROJECT
2.1 The investor will design and develop the University’s Land in Kado District, FCT-Abuja. The project shall employ a Design, Build, Finance, Maintain, Operate and Transfer arrangement between the University and the Investor.

3.0 Eligibility Requirements for Investors
3.1 Legal Eligibility:
i. Provide Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7, or its equivalent for foreign firms.
ii. In the case of a consortium, evidence in the form of Letter of Association or Agreement (Joint Venture Agreement and/or Memorandum of Understanding/Memorandum of Agreement).
iii. Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the consortium.

3.2 Technical and Professional Capacity
iv. Evidence of technical and professional capacity to execute the project, including company profile and Curriculum Vitae of key staff—particularly built-environment professionals with not less than five (5) years’ experience—supported with copies of academic and professional qualifications.
v. Verifiable documentary evidence of similar investments previously undertaken.
vi. Sworn Affidavits of Fact that your company is not Bankrupt
vii. Sworn Affidavits that all information presented in its bid are true and correct in all particulars.

3.3 Financial Capacity
viii. Provide evidence of financial capacity, in support of the company or consortium’s ability to undertake the project with sponsor and adequate financial resources to finance investment. Interested applicant must have the following:
ix. Evidence of private investor registration with the Securities and Exchange Commission (SEC), compliance with Infrastructure Concession Regulatory Commission (ICRC), as well as any relevant certification as it relates to the National Policy on Public Private Partnership (where applicable).

4.0 METHOD OF SUBMISSION
4.1 Prospective investors shall submit their Expression of Interest in two (2) hard copies (one original and one photocopy) and one (1) soft copy in a readable electronic format. Submissions must be enclosed in sealed envelopes clearly marked: “Expression of Interest – Development of University of Uyo Land in Kado District, FCT–Abuja”. The envelope shall be addressed to: The Vice Chancellor University of Uyo, Akwa Ibom State. The reverse side of each envelope must bear the name and address of the company/consortium. All submissions shall be dropped in the Bid Box at the Directorate of Procurement, University of Uyo, Main Campus, Nwaniba Road, Uyo, Akwa Ibom State, not later than 12:00 noon on Tuesday 1st September 2026.

5.0 OPENING OF EXPRESSION OF INTEREST
5.1 The Expressions of Interest shall be opened immediately after the submission deadline, at 12:00 noon on Tuesday, 1st September 2026, at the Multi-Purpose Hall, Main Campus, University of Uyo, Nwaniba Road, Uyo, in the presence of investors or their duly authorized representatives who choose to attend

6.0 GENERAL INFORMATION
i. All Expressions of Interest must be submitted in English Language.
ii. Interested international firms are encouraged to partner with local firms in compliance with the Federal Government of Nigeria’s Local Content Development Policy.
iii. The Project Concept Notes are available upon request from the Directorate of Procurement, University of Uyo, Nwaniba Road, Uyo, Akwa Ibom State. Requests may be made in person, via email at procurement@uniuyo.edu.ng, or by phone at 08093945754.
